Startup entrepreneurs in Finland that have obtained residence permits after January 2023, will have their documents monitored as of April 24, due to the launch of a post-decision monitoring system.
According to a press release by the Finnish Immigration Service, the new practice is being adopted to verify if the startup entrepreneurs with residence permits continue complying with the requirements, even after obtaining the document, SchengenVisaInfo reports.
Post-decision monitoring has been implemented in Finland as of 2017, with the authorities using it for the first to monitor students’ residence permits in 2023.

How this works is that the authorities monitor what happens to startup entrepreneurs after being granted a residence permit. Post-decision monitoring focuses on the requirements that apply to this category, with one of those being whether the entrepreneur moved to Finland.
Post-decision monitoring is an important tool in ensuring internal security, preventing misuse of the permit system and preventing illegal entry into Finland and illegal residence here. Post-decision monitoring will also help us detect labour exploitation and human trafficking.
Except for the place of residence, other information that the authorities seek for residence permit holders in Finland includes how holders support themselves during their stay in Finland, and whether they have a criminal record.
While for students it is required to disclose information about their academic performances and if their right to stay is still valid, a similar requirement applies to entrepreneurs. They have to share information about their startup performance in order to maintain residence permits for such purposes in the country.

The post-decision of monitoring residence permits is carried out in order for holders of such documents to continue being used for the exact purpose that they were granted for; which can be for study, business, work or family purposes.
If the requirements are not being met by residence permit holders, the authorities can consider withdrawing the document, which is later accessed by the Finnish Immigration Services. During their checking process, the authorities will also inquire about the subject and their family member who lives in Finland of their opinions on the possible withdrawal.
